MoU Signing With the Department of Women & Child Development, Government of NCT of Delhi

FICCI FLO, under the leadership of National President, Ms. Puja Garg, signed a Memorandum of Understanding (MoU) with the Department of Women & Child Development (WCD), Government of NCT of Delhi, to create an inclusive ecosystem to empower vulnerable women and adolescent girls through skills, entrepreneurship, and economic independence. 

This strategic partnership seeks to align with the Government’s vision of women-led development by enabling beneficiaries to become self-reliant entrepreneurs and active contributors to the local economy. Around 20 women-led enterprises will be developed based on traditional and contemporary painting and visual arts skills, enabling women artisans to transition from skill-based training to income-generating businesses. 

The MoU signing took place in the presence of Smt. Rashmi Singh, IAS, Principal Secretary, Department of Women & Child Development, Government of NCT of Delhi; Puja Garg, National President, FICCI Ladies Organisation (FLO); Ms. Rashmi Sarita – Executive Director, FLO; Ms. Ritu Singh – Initiative Lead, Visual Arts; and Ms. Sonia Singla – Co-Lead, Visual Arts.

Key Highlights 

As part of the collaboration, FLO will work closely with the WCD on:

  • Identify and mentor 20 Self-Help Groups (SHGs) and support their transformation into sustainable micro-enterprises through capacity building, branding, design support, financial literacy, digital enablement, and market access. 
  • Create structured pathways for the rehabilitation and empowerment of adolescent girls residing in state-run Child Care Institutions and Homes for Girls in Need of Care and Protection by providing them with life skills, vocational training, entrepreneurship exposure, and opportunities for dignified livelihoods. 
  • Facilitate mentorship, incubation, exhibitions, and market access to ensure long-term sustainability of these enterprises. 

Impact 

During the discussions, both organisations reiterated their shared commitment for promoting women’s economic empowerment, entrepreneurship, skill development, and rehabilitation through sustainable livelihood initiatives. 

The meeting concluded with both FLO and the Department of Women & Child Development expressing confidence that this partnership will serve as a scalable model for community-led women’s empowerment and enterprise development across Delhi.
