FICCI Flo North East Chapter led by Chairperson Joyshree Das Verma met the Chief Secretary to the Government of Assam, Mr. V. K. Pipersenia, IAS on 1st August, 2015 at the Dispur Secretariat and presented before him FLO’s suggested initiatives to be implemented towards Women Empowerment. The memorandum presented contained the following:
Increasing land ownership by Women – exemption or a increase of rebate of Stamp Duties, Transfer Fees and registration fees for property registered in the name of women.
Create Women’s Industrial Park in Assam in which FLO would be glad to partner and additionally, existing Industrial parks promoted by the Assam Government should have a certain percentage reserved for Women Entrepreneurs.
Create a Mahila Haat which offers retail space to Women Entrepreneurs and Artisans. FLO ready to partner with Assam Govt to set up and administer this or allot a dedicated space in an existing Haat.
A certain purchases made by the Assam Government should be demarcated for Women owned Enterprises. Flo recommends 5 % to begin with.
Create a Skill Development Fund for Women to support skilling initiatives for women.
To formulate Implementable schemes, a Standing Committee should be set up involving FLO and Assam Government.
Assam Government to absorb candidates trained by FLO to become Women Corporate Directors in various State owned PSUs and Companies in pursuant to the legal mandate in the Companies Act, 2013.
The Chief Secretary took the suggestive initiative very positively and agreed that the initiatives presented were very relevant. He promised to discuss each initiative with respective departments
